Can there be a crime if no other man or woman has been harmed? E.g. environmental crimes, or speeding: can police officers fine you for this?

  1. I think, yes, no injury, no claim. An allegation is not a fact, it has to be proven first, that something did occur and then entice a wo/man to participate in an agreement that he has done a thing and will stand under. A speed allegation may have photos, which are not full proof as Photoshop, camera setting to cause a false read and non compliant written fines usually one of these will be present. The reason is, they are out to get revenue and cannot help but cheat wherever they can, to force high returns.
