Secret government research on individuals without concent, potentially causing harm.

This has been happening since WWll. Government agencies can partner with corporations, healthcare, universities, even local businesses and independent contractors, to conduct experimental research on individuals. Congress has exempted them from having to admit their activities under Freedom of Information Requests/PA. What can someone do who believes they have become a victim?
