Our former landlord was stalling on returning our security deposit, saying there was a turnover in management and they didn’t have access to the escrow accounts yet, etc. After several months of communicating back and forth through email and phone calls, we wrote a basic notice, asking if it was their intention to commit a wrong by way of theft by not to return our deposit.  Within days, we had an email saying our deposit check was in the mail.
