Just like in elementary school, there will always be bullies, government agents will always test your ability to protect your property (they’re pirates and they want your property). Inquire from where does their authority come, and if they say you are accepting their benefits, ie: water utilities, protection, then you have contracted with them, especially if registered in their jurisdiction.
I would also like to know this. I don’t think water/electric/sewer can be considered a benefit if you’re paying for them. I am on a well and septic but am still (unfortunately) on the grid.
