I purchased an unregistered car and have no intention to register it for travel. I have private plates to use. Is there a place where I should record this?

I am researching this as well, I heard that giving notice to the Attorney General/County you are traveling in their jurisdiction, one should give them notice, that way you are in their system as a private man. This worked with a fishing expedition, a man ‘noticed’ the Attorney General(?) and when he was stopped by a forestry agent, he was in their system as a private man who had a letter/reply from the agent! An example is if you are going to a friend’s house you would let them know ahead of time and what you are going to do when there…
