If one purchases land, (in the USA), what is the best sovereign way to claim that land? Is there a way to lawfully own one’s land and not owe property tax on that land?

If you already own the land in Calif. USA, in order to no longer pay property tax, what steps need to be taken?
There is no need to pay anything if you actually own the land, ie not mortgaged, and if it is not being used as part of a business registered with the state (508c1a business is totally different of course). If someone tries to make you pay then you can file a lawsuit against them and receive damages and perhaps keep an unlawful scumbag from harming anyone else ever again.
