Letters/replies from Government bodies are often signed by made up Christian and Surnames. How do we go after a man or woman that doesn’t exist?

I am also interested in this response as i often receive either (1) unsigned letters from government authorities, currently i return these unsigned documents and asked them to execute the document by signature and i do not get a response, or (2) the signature is illegible and not accompanied by a printed title box or (3) i ask the person for a copy of the authority given to them to make such a decision and i do not get a response.
