Property tax

I live in ireland & have not paid property tax since it’s inception in 2012. I have received 2 correspondence stating I owe 1.7k plus interest & the most recent correspondence stating that if I sold my house they would take it from the sale. I do not receive any services for property tax here in ireland, no garbage disposal, no snow ploughing, we don’t get snow here. I have a mortgage whereby half my wages goes to pay that, the other half is used to pay bills, utilities & food. My earnings are small.
